i think there's three things that joe biden is going to do in that speech. the first is to celebrate the progress in getting the pandemic under control, which has been his number one priority. announced the relax of the mask guidance today. 200 million shots in arms. we're getting closer back to a return to normal. the second thing is to use that success and say, i know what i'm doing. here's a plan to get our economy back. the recovery plan, families plan, jobs plan, all of the components of that, $4 trillion, and try to build momentum for that. but the third thing is to raise the stakes and say, this is about showing that democracy can still work, that we can compete with autocracies like china. and this is an argument that works on a couple of levels. it accommodates the possibility that republicans may somehow come around to participate in passing a big portion of his plan, though that's a long shot. but in the event that that does not happen, which is likely, it sets the stage for him to say to democrats, if we're going to save democracy, it's not going

joe biden as vice president was asked by president obama to focus on the northern triangle. he has asked me to do and carry on the work that he did. you know, you get back to the question that you have asked, we're making progress. but it's not going evidence itself overnight. it will not. it will be worth it. i will tell you, part of my approach to this is we have to institutionalize the work and internationalize it, which is why, for example, i'm working with the ambassador and we're going to increase the requests we are making of our allies in the united nations, because, again, this is about the western hemisphere. we are a neighbor in the western hemisphere. it is also about understanding that we have the capacity to actually get in there, if we are consistent. part of the problem is that under the previous administration, they pulled out essentially a lot of what had been the continuum of work. it essentially came to a standstill. >> you are rebuilding it? >> we have to rebuild it. i made it clear that this has to be a function of a priority that is an american priorit

i think the issue here is joe biden, the incentive for republicans to cooperate with joe biden is very low. the disenincentive is very high because donald trump can attack them. that's something joe biden can't control. he can't control how republicans think working with them. that's why the next 200 or 300 days are going to be a lot more challenging for him. the first 100 days dealing with covid was hugely challenging, but challengeing in a different way. >> and democrats view as the white house knows that things could change in 2022. they don't have a lot of time to try to get these -- go ahead. >> well, look, if history is a guide and i always say because donald trump gotten elected may have broken history, at least we think of it in terms of politics. >> that's a good point. >> political history is a guide, the first midterm election of a president, 2022 for joe biden almost sees significant house seat losses. democrats don't have a lot of seats they can lose in the house to lose the majority. if they lose any seats in the senate, they lose the majority. liberals really want to get

joe, what are you learn being how president biden is preparing for this monumental week? >> frankly, jim, it sounds like son of the things they want to do this week are being worked out. the capstone of the week of course is going to be on wednesday when the president gives that big spreech, the address to congress. but even before that, we are told to expect the administration to roll out the details of president biden's american family plan. a lot of democratic priorities in there, extending the child tax credit to 2025, billions of dollars in fact for child care. and even more than that. you know? there's the tuition issue for community colleges, making tuition free for community colleges. all of this, of course, is still being worked out, we're told, because democrats have their own priorities, and republicans certainly are concerned about the proposal -- the way to pay for it. that, of course, is tax increases, increasing the marginal tax rate back to predonald trump levels for example, and more. one other things we picked up, i think that is significant here over th

, most of the republicans saying they don't support joe biden. so the one good news here for joe biden is that he gets some of his highest marks on his handling of the coronavirus. fred? >> and then joe, the president is also preparing for his first address to congress. what more are you learning about what might be in his talk? his speech? >> well, there's a lot of thought that he's going to talk about covid and what he sees as his successes, and getting the vaccine out. so expect him to talk about what he wants to do with the economy going forward and there's the american family plan which the president is expected to put out, a lot of people don't have a whole buchlk of information about that but what we do know is they are expecting to put in an increase in taxes, including the capital gains tax as well as marginal tax rates. so republicans oppose, of course, tax increases and that could be controversial. it's going to be a real mix, very different speech from what we've seen for the united states presidents and their first term before the un

joe, so how does president biden compare at his point of this presidency to his predecessors? >> reporter: right. well, did you the top lines there, fred, 52% according to abc news. if you add the last five poles and average them, he comes out at about 54%, which puts him at the low end of modern american presidents. he does come in ahead of donald trump, but significantly behind barack obama, george w. bush and some others. so the question is why. and one of the issues clearly is the polarization of the american electorate. what we do know is that democrats give joe biden some of the highest marks and republicans simply do not. so that is one of the biggest reasons why we see biden ending up where he is. the good news for joe biden and his administration is that he gets some of his highest marks on handling of covid-19, which is the number one concern for americans. he sort of breaks even on the issue of handling the economy and he breaks negatively when it comes to handling immigration. so those are some of the findings of the polls we've seen over the last several days, fre

first, what is your reaction to joe biden's declaration? >> well, it is been trailed and my overall reaction i suppose is it is a political move, nothing much is actually going to turn on it. the difference between the u.s. and turkey has not been the facts that large numbers of armenians were killed around 1915. but what to call that act of killing and for many decades turkey has objected to the use of the g-word, "genocide" and it is a motive word and their point haves very simple, the word genocide was only invented in 1945 by rafael lemkin and inappropriate to use it for something that occurred three decades earlier. >> explain to us why in your view the word does evoke so much of a sense of kind of horror. is the holocaust? because the term that people otherwise use for something like what the chinese are doing in xinjiang is crimes against humanity. why is genocide seen as so much worse than crimes against humanity? >> you have to back to 1945. before that, there was no genocide or crimes against humanity. they were invented at the sa

biden since the 1980s. word is "discipline." we're talking about the taf level. there is tremendous access on policy, on explaining what they are doing, but there has been as you know very few stories about process. i mean, many feel that the internal sausage making and the polling inside of the administration, maybe we'll see more when things start to go wrong, but so far at the staff level, and biden himself as you point out, there has been very limited access to him. whether in press conference or direct interviews and when there has been access he has stuck on message without creating a lot of verbal land mines for himself which is not what you would have predicted. if it reminds me of anything, it is probably the first white house that i covered. in some ways it is closer to the reagan model and even there there was somewhat more stories about the baker diva pragua mists, but right now they are button up and assessable on terms. >> i ges it is called sassage making for a reason. what laura ingraham had
