joe, so how does president biden compare at his point of this presidency to his predecessors? >> reporter: right. well, did you the top lines there, fred, 52% according to abc news. if you add the last five poles and average them, he comes out at about 54%, which puts him at the low end of modern american presidents. he does come in ahead of donald trump, but significantly behind barack obama, george w. bush and some others. so the question is why. and one of the issues clearly is the polarization of the american electorate. what we do know is that democrats give joe biden some of the highest marks and republicans simply do not. so that is one of the biggest reasons why we see biden ending up where he is. the good news for joe biden and his administration is that he gets some of his highest marks on handling of covid-19, which is the number one concern for americans. he sort of breaks even on the issue of handling the economy and he breaks negatively when it comes to handling immigration. so those are some of the findings of the polls we've seen over the last several days, fre

biden's desk who's expected to sign it into law. >> what about negotiations on a new police reform bill? any progress there? >> reporter: talks are occurring. there are still some key hurdles ahead, namely how to deal with individual police officers. there are two issues in particular that negotiators are trying to deal with. one is on the issue of so-called qualified immunity, which refers to civil lawsuit protections that exist under federal law on individual officers. democrats have sought to gut that standard. tim scott, the republican, has proposed an alternative to allow police departments to be sued in civil court, not police officers. democrats are not fully there yet so they're negotiating that and also an issue about criminally prosecuting individual officers as well. democrats want to lower that standard to make it easier to criminally prosecute police officers. republican tim scott has pushed back on that idea and he is the main negotiator on the gop side. democrats are still haggling over that but karen bass, cory booker on the democratic side in the senate, they are still

the house approved a bill it passed last year the george floyd police reform act that joe biden is pushing. that bill did not go anywhere in the senate last year. republicans opposed it. republicans had their own alternative offered by senator tim scott. democrats blocked that bill. no action happened from then on out. the democrats rely on more federal rules and stringent requirements coming from the federal government. the republican alternative pushes to incentivize states to take action, such as banning chokeholds and the like. one key difference remains which is how to deal with the issue of qualified immunity, protection that police officers have in civil court. republicans have called that in the past a poison pill. in talking to key members, they believe they could reach a consensus on the key sticking point including senator tim scott, the leader on the republican side on this issue, and karen bass, kate, who led the house effort told me last night she wants a deal reached by may 25th. that's is, of course, george floyd's death anniversary. >> manu, thank you so much. >>> coming u
