the middle of a downpour. this is true. so we want to know when is it going to start that we want to know when to go in and well, pretty easy answer there because it's a shorter with storm this time around. mostly after your evening commute tonight and gradually tapering off around mid morning. early afternoon tomorrow. so we will have a wet drive home from work tonight and even wetter drive to work tomorrow morning. so just plan on those 2 things. obviously this morning has been pretty cooperative. >> looking outside. right now. it's beautiful and sunny at the golden gate bridge. so get out there, do errands this morning, better to get everything done this morning. then waiting later on in the day today. we'll start to see cloud cover increasing within the next few hours here. and then after work today is really when we start to see those showers starting to settle in at 04:00pm. we're still sitting. all right. by 05:00pm starting to see a few sprinkles in the north bay and drifting into the rest of the bay area. mostly after 67. we'll start to see rainfall increasing and increasing intensity after that, some of our heaviest of rain around 09:10:11pm, towards midnight

and staying with us all the way into tomorrow morning, too. that is going to be something that does have an impact making for a wet drive to work on your tuesday. so maybe a few extra to plan around getting your way into work or if you have the luxury of it. a nice work from home day for your tuesday. otherwise this morning is pretty sunny just chilly 40's and 50's for most of our current temps bundle up this morning. and if you plan on being out after 05:00pm today. bring the rain jacket and umbrella in the pack with you. as you leave the house. reena john, thank you for that. we have had our fair share of delays this morning and we do have a new traffic collision. this is in hayward is a northbound 8.80, north of little road. you've got a traffic collision. the air. >> looks like at least one lane is blocked to 38 would be a good alternate if you were trying to escape any of those delays. if you're traveling from the east bay into the city. look at that under 17 minutes. looks like they've turn those meteor lights all for us this morning. so traffic is moving in pretty nicely. san francisco. 80 westbound at that one o one

north connector there. you've got a traffic collision so we are seeing some delays along one o one. but 2.80, would be a good alternate if you want to travel out in palo alto, northbound 1, one north of the embarcadero road. there is a traffic collision there. so 2.80 runs just adjacent to that. and we'll leave you with a look at the san mateo bridge a little under 14 at it across towards the peninsula. darya james, back to you. thanks for anna. >> so breaking news from san jose to tell you about this morning. one person is dead after a single car crash near hillsdale avenue and jarvis avenue. it happened about 6.15, this morning. police say it is the 53rd person now to die in a car crash in san jose this year. they may still be out there. so make sure you avoid the area until the all-clear is given. >> 9. '03, and another story that we're following is the search for a shooter who fired a shot that went into a car in oakland and killed a toddler. and the boy just 23 months old. >> again, this was saturday and kron. 4. sarah stinson is following the story for us up in the newsroom with what we know so far. sarah.

>> chp still looking for the shooter responsible of this horrific tragedy. the boy one month shy of turning 2 years old and he was shot and killed while in the car with his mom they were driving home from san francisco to fremont there on 8.80, in oakland at the time and they were struck by gunfire. take a look at these photos we just thought of the young boy killed. these were given to us from karl chan. he is the president of the oakland chinatown chamber of commerce. the boy's been identified by family friends as jasper wu a family friend tells kron 4 around to saturday afternoon talk and broad daylight here. 3 adults, 3 kids there in the car driving southbound on 8.80 when the car was struck by that gunfire. the toddler was the only one hit by a bullet chp says the boy was taken to the oakland children's hospital where he later died from his injuries. family.

friends also tell us just for a you know, the one driving. she's a single mom and the boy was her only child. i'm told the father is flying in from china today. he's never isn't met his own son, unfortunately. and this is how he's coming home to. greet the mother and to deal with all this. i mean, it is unfathomable chp. investigators say after looking at the evidence, they don't believe that the victims were targeted, but rather that the toddler was struck by a stray bullet. the story has rocked the entire bay area let's hear from that president of the chinatown chamber. >> talking to many young young young babies young kids. you know, normally know. they know that the baby just city, you know, costs you know, i'm resting and it a or just political in this situation. no one would expect they don't believe baby. just be riding in a calm with the family. for

no reason got and die. >> it is really unbelievable. chan says they're working to put together a go fund me page to support the mom with funeral arrangements, anything she may need. they're also working on a reward to put out for any information leading to the arrest of the shooter. i've reached out to chp to an update on the investigation. and so far have not heard back. looks like no arrests have been made yet. so we'll keep you updated on everything that i just told you about today. i should have a report for you in about an hour on our app kron on. for now back to studio. all right. thank you, sir. >> 9. '06, is the time. and today in san francisco, the walgreens on ocean avenue and what a kurd drive is going to close and they're not the only ones. there are 4 other locations in san francisco that are also closing in the coming days because of a increase in shoplifting at the specific stores. you can take a look here and see all of the

stores that are closing here in the next week or so. and this is on top of about a dozen other walgreens stores in san francisco that have already closed because there we're so much shoplifting going on that the store just decided that that's what they're going to do with the chain decided they were going to close those shops and this is why there's some video and this went viral of one of the shoplifting is that happened this stores now been closed. but this is back in june and it shows these guys walking out what he wants from this walgreens and police say this man they think is responsible for maybe 8 shoplifting cases. >> all right. another big story today is the fact that the u.s. has now lifted the pandemic. travel ban opening its borders. basically to international visitors who are vaccinated, which supposed get a whole lot busier. yeah. we could see a rush of travelers ahead of our traditional thanksgiving travel season. >> and then well on into that kron four's will tran is live at sfo with more on that high will. >> good morning, james and darya. the biden

administration is basically turning the sign from the store, so to speak, from close to open. so america now is open to non us citizens. we're looking to come to the united states. it was close pretty much since january of 2020 when then president donald trump. he shut down the borders because of covid-19 is started loosening up just a little bit over the months and actually president biden could have fully reopen it back in july. but he decided to date to start this. and the reason being he looked at the numbers. he thinks it's safe. but there are safeguards in place. so more open. but tougher requirements and the requirements now include you have to be fully vaccinated before you hop on an international flight coming to united states and you have to prove that you're negative with covid-19 3 days from your flight. a lot of people will take advantage of this especially with the holidays

coming up. some people, however, think maybe it's still too early to do that. i think they should hold off. it's still out there floating around. >> don't think nobody should come and go but you go out next month in president biden and his administration getting praise for this for a couple of reasons. one, the safeguards. so. >> you still have to be negative before you board the plane and the fully vaccination. he's already pushed vaccinations, of course, ever since he took office. so that's the safeguard too. a lot of businesses have been struggling with their bottom line because there are a lot of tourist destinations in united states that rely on tourists. and now that they're back. hopefully that will bring millions if not billions of dollars to the u.s. economy. reaction has been mixed. but now at least it's open to non us citizens and

again, you have to be fully vaccinated. not like the aaron rodgers immunized before you board onto your plane. back to you. oh, yeah. a little love aaron rodgers who said that he and his covid shopping. turns out he didn't imply did anyway. all right. thank you very much. well. >> also happening today speaking of getting around, we've got service changes coming to the san francisco bay ferry routes. >> most of these changes will be minor and mostly only impacting midday service. but there are other bigger changes and that includes resuming service on the south san francisco route, which is what connects oakland alameda and south san francisco and today will also mark the launch of the alameda short hop service. that will be a 10 minute. a jump that connects you from the main street alameda ferry terminal with the oakland ferry terminal at jack london square. and there will also be some changes to to the service. those changes include moving some of the afternoon times and canceling the last trip of the day on weekdays. >> it's 9.10 right now and he's based on a hospital be where this 350 health care

workers at sutter delta medical center in antioch are striking the workers union says that center canceled a planned mediation session. and so they're upset about that protesting what they call difficult working conditions and also unfair labor practices. they say. and this is the same hospital that had a strike just last month. the union says that a big part of their complaint to staffing shortages. and so they're walking out today. the him impacting a lot of different positions. emergency room technicians will be striking respiratory therapist and others a spokesperson for sutter health says they're not sure how it's going affect there coverage today, but they do have a contract. they say that offers great benefits that are as good or better as other hospitals in the area and that they're going to continue offering patient care today. happening right now, crews in belmont are fixing a water main break. this is the area of where it happened between south road. ralston avenue. and if you go out and

look at the video. take a look. as we've got this from last night when it the water break happened. you could see just all the water that they're dealing with a flooding. the got to fix the thing which means they're steering commuters around this area. >> 9.11 is a time when we come back here on the kron 4 morning news, a 19 year-old man is killed after responding to an online ad to buy a car in the bay area. we'll tell you where the investigation is this morning. we also have a mountain lion spotted on the peninsula caught on camera will play some of that video for you. and then after the break, president biden is planning to tour the country to sell his infrastructure plan that just passed congress. and we are seeing dry conditions. lots of sunshine out there right now. but rainfall is on its waves going to wait for it. mostly after evening commute tonight we'll see some light sprinkles arriving around 05:06pm. >> heavier rainfall after that, i'll have it timed out for you and your full forecast ahead. >> and although we are seeing some improvement out there like along our bridges. we do have some slower spots and

again. >> just think about the sunshine that we're getting this morning. and it's about to rain and hopefully enjoy as every one of these next few hours as it is actually going to gradually cloud up by noontime today. so right now is really the chance to enjoy what is a very beautiful start to the morning and barca darrell looks good. that fall feel to it as temperatures are pretty chilly this morning. bundle up as you venture out there starting to see some cloud cover working its way into parts of the bay area and even more. that is ahead of us. you can see that stretch of clouds that is mostly to the west of us, although we are starting to see those showers drifting close to the north coast at this point. rainfall will myisha lee make its way into the north bay around 05:00pm to 06:00pm today. mostly showers moving in after your evening commute tonight. but some light sprinkles and light showers for that matter. right through your evening commute. heaviest of rainfall really starts to settle in around 8, 09:10pm, on towards midnight tonight and some spotty heavy rainfall on into tomorrow morning to this is going to make for a wet commute on into your

tuesday. so plan on maybe a few extra minutes to be getting into the office as we do kick off tomorrow rainfall amounts in santa rosa round and 2 inches for some spots closer to an inch for san francisco as well as snap on over to nevado and then half an inch elsewhere. today's daytime highs will range in the 60's. a few upper 50's at the coastline, but pretty similar feel honestly to where we were this weekend. millbrae at 63 degrees. foster city at 66 south bay temperatures mostly in the mid to upper 60's today. well, temperatures in the low to mid 60's across the east bay and up into the north bay. like i mentioned, really pretty familiar here. this is exactly where we were this weekend. so most of our daytime hours will actually stay much like we've gotten used to it after we get done with the workday today. that rainfall really kicks and hopefully will be settled down and dry home. by that time tuesday afternoon comes with drying skies and we stay dry. the rest of the forecast low 70's by friday, saturday and sunday. right now, john day for that. we have a couple

issues in the east bay. so let's look at these accidents. 5.80, westbound. >> east of 80 west here in oakland, right. in the maze. another one east at 8.80, south, a long as you're traveling heading to him, villain berkeley. that's also in oakland. once you do reach the maze a little under 15 minutes to make it to that fremont street exit in the city. so no major delays here out in hayward got another accident. northbound 80 north of little road. so to 38 would % probably be a good alternate if you're trying to get around that slight delay there. the san mateo bridge heading across towards the peninsula a little under 14 minutes. and here in san francisco, 80 westbound at one. oh, one another. accident. so 2.80 as your alternate route darya james, back to you. >> thank you very much. rain, time to talk winners and losers on wall street with financial expert rob black joining us is always good morning, rob. morning, sir. what's a peak in your interest here on a monday morning. what are you seeing? starting monday report card. the s p 500 and nasdaq are up 20% for

do think the voters sent a message on tuesday. they wanted to see more action in washington on nbc's meet the press white house chief of staff ron klain said last week's elections where democrats nationwide suffered surprise losses up and down the ballot, pressured the party to deliver a win for its voters. they wanted to see things move more quickly enough and 3 days later, congress responded passing the president's infrastructure bill, but but a lot of work went into getting us there over the past few months. i don't think the election alone put it over the line. but republicans are already building momentum off the results. it tells you we're going to win in 22. >> 32 republicans in the house and senate ultimately voted for the president's infrastructure bill. but during the republican jewish coalition's annual leadership meeting florida senator rick scott did not embrace it. the only thing that's bipartisan up there right now. is if we republicans will raise your taxes. >> and waste your dollars. >> and while promoting the bipartisan infrastructure deal. the president is also continuing to work to win over his party on his social safety net and climate bill which

come right in morning says we saw come under the golden gate bridge when still dark out. so a lot of the folks woke up this morning to see nice beautiful blue skies over san francisco. enjoy it while it lasts. maybe they're not going his get out here our have the best of the day. anybody's watching, john, what time they have to be back on ship if they don't want to get caught in the rain. i'd say definitely safe to be back on the ship by about have a few sprinkles before then, but manageable it start then because of the clock think perfect timing. oh after this. it's like it feels like you're eating lunch and it started always feels like this time of year. >> but we are going to be seeing showers moving in. well after dark, which yeah, like we said saying very much as we do see the time change, but most of our heavy rainfall is actually going to be safer. well after you get home from work tonight. so mother nature still working in our favor in this one. your view outside of the golden gate bridge right now is nice and clear. you have a beautiful day ahead of you increasing cloud cover can be expected over the next couple of hours ahead of tonight. showers, though, and

rainfall really begins to work its way into the north bay. as you can see here, around 4.30, towards 05:00pm for the rest of the bay area, some lighter stuff to start heavier rainfall really starting to move in after 08:00pm towards midnight. tonight is the most widespread and heavy stuff after that. we do see isolated areas of heavy rainfall all the way into tomorrow morning for early morning commuters the rest of the day tuesday and really the rest of the week after that remains pretty dry. so it's a brief hit of heavy rainfall that is actually making its way in later on today in the meantime, it's 40's 50's right now. a cool and clear start to this monday, get the jackets on. and if you plan on being out later. make sure to also have the umbrella and the rain jacket with you, reyna. john, thank you for that. all right. let's get a look at what we are running into this morning. accidents like this one in oakland. >> a lot 5.80, westbound east of 80's there. another 1, 5.80, east of 8.80, in along the south. so this is in oakland as you're traveling through in villain berkeley. you are going to see delays because of those accidents.

once you reach the maze, though, a little under 15 minutes for your drive times into the city to make it to that fremont street exit headed across towards the peninsula. little under 15 minutes for your drive time there. and another accident. this time it's out in a word, northbound. 8.80, north of little road. so to 38 would be a good alternate for you and we'll leave you with a look at the richmond center fell bridge a little under 8 minutes at a richmond darya. james, back to you. thanks a lot. 09:32am. a big story in the north bay young man thought he was going to buy a car and ended up getting killed. yeah. so that's the tragedy out fairfield. the family and friends are dealing with. >> he's 19 year-old michael la pret a and again, the accused killer is expected to be arraigned on homicide charges tomorrow. robbers. gayle ong has the story. >> friends and family gathered for a vigil sunday night to honor the life of 19 year-old michael up you should to bury or had to be met your brother, your best friend. should have >> i just wish none of this on. nobody fairfield. police say look, credit was shot and killed on tyler street and

fairfield thursday afternoon after trying to buy a car from someone he met online police arrested and charged 24 year-old come area. strange of son pablo with his death. his parents say he left his home in the nation to buy a car with money. he worked hard and saved up for it was very excited about it. he had a you need us to think about carmichael like everybody and cared about everybody. he was a. >> he had a big part future. >> back at the vigil. longtime friends dealing with the loss and paying tribute for someone gone too soon. you know, we saw is to be alive forever live. >> to the old all of us to it. to succeed in life to be have to be giving. to be happy with everything that we've done in life these accomplished even though there were 19. >> police have not released details on what led up to the fatal shooting and say the investigation is ongoing here in benicia gayle ong kron 4 news.

>> it's 9.33 and police in oakley have arrested a 22 year-old for a shooting at a birthday party that left 2 men dead and injured. 2 others. the party was saturday night at a home on mallicoat avenue. and after the shots rang out, police showed up. they found 2 men dead in the driveway. 2 other people wounded and they say that everybody knew each other at this party. >> the sort of disturbance family to believe when we got here, we found 4 people have been struck by gunfire. we were assisted by the berlin police department contra, costa sheriffs a sheriff's office. >> all the police will say at this point is that the 22 year-old they arrested is from brentwood. >> well, in the north bay fairfield police say someone found a skimming device at this atm at a bank of america police say the person noticed a suspicious mirror with wires that were coming out of attached to the machine. that is a look right. so police got there and discovered that this was a device disguised to look

like atm is rear view safety mirror. but in fact it was covering up a pinhole which had a camera pointing down at the keypad. so it was recording bank transactions card numbers, customer pin codes. no word yet if there are any victims out there. but that's the next part of the investigation. >> 9.34. and if you're looking to get your kid a covid shot. a lot of people are. there are some options for you for the kids that are 5 to 11 years old, the city of berkeley is partnering with the school district and they are giving shots over the weekend. they gave out 200 shots just at this one location. look rolling up the sleeves. it's okay to use a little needle. >> most of the clinics are expected through and of the month to be open and very busy numbering county. they have several clinics that are open. it's very difficult to get an appointment already. but they say they're working on getting more appointments available. so keep trying. and then there's always in addition to clinics. you can go to walgreens or cvs all throughout california. they are offering shots for kids at the pharmacies and if you go to kron 4 dot com. it's a great clearing house because

we've got all the information on all the clinics and all the pharmacies times places and everything else. >> 9.35 the time a federal appeals court has temporarily halted the biden administration's vaccine requirement for businesses with 100 or more employees that requirement. i would ask workers to be vaccinated by january 4th or wear masks and get weekly covid tests. critics of the requirement are calling it a government overreach. the president, though, has been encouraging widespread vaccinations as the quickest way out of this pandemic and his administration says it's confident that the requirement will survive the legal challenges that are coming up. meanwhile, in the south bay, people could have a new watching for buying in bulk in san jose. we've got costco now considering opening up a warehouse at the westgate west shopping center right now it's pretty much empty. a lot of the store fronts the the stores have been abandoned costco, though, plans to submit a bid to take up those vacant spaces this month. all goes well costco could
