fatal shooting and say the investigation is ongoing here in benicia gayle ong kron 4 news. >> a birthday celebration in oakley ins with 2 men dead and 2 others injured. the shooting happened last night. investigators say that one of the men killed was from brentwood. the other from vallejo. detectives say all of the victims knew each other. now they're piecing together a motive. >> it sort disturbance family to believe when we got here, we found 4 people have been struck by gunfire. >> we were assisted by the berlin police department in contra, costa sheriffs a sheriff's office. >> a 22 year-old man from brentwood is currently in custody. so far his name has not yet been released. the fremont police department is reacting to yesterday's deadly shooting of a toddler on an oakland freeway in a tweet. the department wrote that the act of violence is not acceptable. that chief washington has been in contact

with oakland police chief leronne armstrong and the mutually shared concern and outrage our department along with our community stand in support of the family. so far. chp has not released any other details on the shooting that we first brought you as breaking news yesterday here on kron 4 news at 6. investigators say the 23 year-old jesper wu and his family were headed home yesterday when the shootout happened on. i 80 near the i 9 80 split in oakland. a stray bullet hit jasper as he sat in his car seat. medics took him to the hospital where he later died. anyone with information about the shooting is urged to call chp oakland. police say robberies in the town have jumped 15% so far in 2021 the department says they've investigated nearly 2200 robberies so far this year to reduce your chances of becoming a victim. the department offers these tips. they say don't resist for property that can be replaced. don't be distracted by

notice thin layer of high clouds tonight with the storm clouds from this storm out in the pacific not arriving until around monday night. so it is going to increase throughout the day. and with that rain totals as well. we are tracking by around monday night, 5 o'clock in the evening widespread light rain for those of you in the north bay scattered showers throughout the peninsula and east bay shoreline. but overall that storm out in the pacific going to make its way into the bay area and peak with some moderate to heavy downpours by monday night at around 8 o'clock for your monday evening could even see some possible pop-up thunderstorms as well. yellow and orange means pretty heavy rain. and we're seeing that red bull's eye right now over downtown san francisco in just north of in south of the north bay by around 10 o'clock for your monday night. and that's when the atmosphere is going to be most unstable and active through tuesday morning could

see a stray pop-up thunderstorm or 2 with thunder and lightning in the forecast by around tuesday morning. light scattered showers could still see pockets of some pretty moderate downpours, though. but overall the bulk of the wet weather. fortunately going to be during the overnight hours monday night into early tuesday morning while most of us are sleeping and were expected to get anywhere from half an inch to upwards of 2 inches of rain. highest amounts for those of you in that northwest region of the north bay and we could see anywhere from about half an inch of rain for east bay valleys and parts of the south bay as well. in addition to that gusty winds, 45 miles per hour less starting monday night through early tuesday morning down, trees down power lines once again going to be an issue with this storm, even though it's going to be significantly weaker, then october's atmospheric river calm, wind speeds out there right now. but temperatures starting to cool down in the 40's barely in the low 50's for downtown san francisco in

oakland. but napa and santa rosa, even half moon bay currently in the mid 40's near freezing temperatures for santa rosa 36 degrees wouldn't be surprised of patchy frost forms in our north bay valleys and temperatures upper 50's to low 60's, 5 to 10 degrees below average until we start to warm up and dry out and clear out starting next weekend with low 70's returning in the forecast. jonathan, back to you. thank you recent us. federal appeals court has temporarily blocked the biden administration's vaccine mandate. >> for american companies with more than 100 workers kron 4 washington correspondent anna wiernicki has more. >> good evening. the biden administration still plans to enforce the rules, beginning january 4th despite a federal court order to temporarily blocked the forced vaccines. >> white house chief of staff ron klain said on nbc's meet the press that the administration is not worried about saturday's court ruling and legal challenges by 27

state attorneys general, i'm quite confident that when this finally gets fully adjudicated not just a temporary the validity of this requirement will be upheld. the u.s. court of appeals in louisiana said the vaccine mandate presents grieves statutory and constitutional issues. it's a horrible. situation, texas republican congressman roger williams says the requirements will hurt businesses that don't have the resources to comply the new rule requires businesses with 100 or more employees to require their employees to get the covid-19 vaccine. >> or get tested weekly and wear a mask businesses that don't comply could face thousands of dollars in fines. businesses have to start. >> every week. their employees are not vaccinated. check for covid that gets really expensive. but labor secretary marty walsh says businesses will suffer more if the virus continues to spread covid-19 is right. the spread of the virus has hurt business. >> and what this does, this

helps us prevent that from happening. the court gave the administration until monday to respond and said it would move quickly to decide the case. >> a spokesman for the justice department said in a statement that the department is prepared to vigorously defend this rule in court for now in washington. i'm anna wiernicki. back to you. >> the centers for disease control and prevention that 70% of american adults are fully vaccinated against covid-19 the agency also says that more than 80% of american adults have also received at least one dose 98% of americans over the age of 65 are fully vaccinated while 12% have received a booster dose. the cdc says when you throw in americans, 12 and up the number drops to around 68% who are fully vaccinated. the u.s. is set to reopen its borders to fully vaccinated travelers in less than 2 hours ending a 20 month ban the ban enacted by former president trump to combat the spread of covid-19

investigators still trying to piece together what went wrong? friday night, they will be taking a closer look at headliner. rapper travis scott himself. the rap star has faced arrest and heavy criticism in the past for the safety his concerts tonight in houston. hundreds of folks attended a vigil for the victims of this tragedy. michael shure brings us more from the bayou city. >> on friday. they came for the music on sunday. they came to more. i pay my respects to those that we lost being in a giant crowd like that happening at 2 innocent general public to been any one of us throughout the weekend. hundreds of concertgoers brought flowers candles and cards even the security guards tightened the chains on the now abandoned festival grounds outside locked gates music lovers gathered holding on to each other and memories of those lost so devastating like people turning blue row. >> by and vote. >> in all. there were nearly

so and. you know, help them get the help they need know in this league just devastated. i could never imagine anything like this. does happened. >> that was michael shure reporting for us tonight. meanwhile, another developing story we're following more and more ivy league campuses have been evacuated after receiving bomb threats today. cornell columbia and brown universities alerted students to the threats forcing evacuations earlier this afternoon. today's threats come just 2 days after a bomb threat at yale university forced evacuation of several buildings after clearing out students and staff cornell police blocked off the center of the campus before determining the area was safe. investigators at columbia and brown also reported campus buildings had been swept in cleared right now. it's not immediately clear who is behind the bomb threats or all 3 were coordinated. testimony set to continue tomorrow in the trial of kyle rittenhouse.

he is the teen charged with killing 2 men during a protest for jacob blake in kenosha, wisconsin last year. rittenhouse claims he shot them in self-defense. but prosecutors say that rittenhouse over reacted by firing at the victims. a 3rd victim who survived the shooting is expected to take the stand tomorrow. car rental company hertz is facing a big lawsuit over claims that false reporting led to hundreds of arrest. the suit says that more than a 100 customers were arrested after the company falsely reported their rental cars were stolen. the couple customers from at least 7 states including california say they have legal rental contracts at the time of the arrest hurt says it only reported the non returns as thefts only after weeks and months of trying to contact the customers who went past the dates to return their cars. hertz has also filed for bankruptcy which could complicate the case walgreens, meanwhile, is set to close 5

its locations here in san francisco in the coming weeks because of a rise in shoplifting. the company has already closed more than a dozen of its stores here in the city because of the problem tomorrow, the location at ocean avenue and would acre drive will be the first to close prescriptions from that location will be transferred to the store and ocean avenue and fax it. this is a list of the other stories that are set to close next week. you may remember this video when it went viral back in june of a man caught on camera shoplifting from a location here in san francisco. that is now closed. that suspect was linked to as many as 8 shoplifting cases. a viewer sent us this video of a mountain lion spotted at a home in san bruno friday night. this was in the area of crest more canyon in claremore drive. it comes as police in san mateo say that one of their officers hit another mountain lion last night on highway 92. they say the mount line, the big cat ran away after word. no word on if this

is the same mount line connected to both of these incidents. san francisco celebrating veterans day a few days early. the parade kicking off this morning over at fisherman's wharf kron four's camila barco takes us there. >> a bay area, more cycle coalition kicked off san francisco's 100 and first veterans day parade. i feel like a kid again, the parades always get me. excited parade. honored veterans like jimmy mcconnell who have served our country was a hard. >> and sometimes it was very cold and miserable. ultimately it was for the defense of the country. these 2 men are part of american legion alexander hamilton coast. 4, 4, 8, it is one of 39 organizations that participated in the parade. >> the event returned after covid forced organizers to cancel the celebrations last year. >> it's down a little

basically i think this it means more because we because we are able to celebrate after missing the year. the holiday is on the 11th hour of the 11th day. >> of the 11th month which signals the end of world war like memorial day, veterans day pays tribute to american veterans of all wars, whether they're living or so super appreciative that i'm able to walk the streets in this country today because of the service that are. >> veterans have given us. so thank you. the parade also included senator scott wiener, the boy scouts of america and several bay area, students helped spark a conversation between the older and younger generation about the military service when they recognize as beautiful way to say thank you better for what we did for this country in generation gets to understand with a whole generation did for us and when they get older, they can go into the military for mcconnell. there's only one word to describe his time in the military it's a total

pretty cool. there are a little light show in the waves. bioluminescent waves are back. nature's liquid light show spotted this week washing up along newport beach. the glowing waves have also been showing up sporadically that crescent beach and laguna beach and even in malibu, phytoplankton is what causes coastal by a luminous luminescence after windy conditions syrup the deep waters promoting their rapid growth. pretty cool to see that. something else pretty cool to see the sunday night live look at san francisco lit up from the

central tower camera. we're getting you ready for the start of your new work week as you head out the door but make sure you have your umbrella with you as you head home tomorrow. but chris is here tracking the timing of our favorite at the sir. yeah, no. we definitely been spoiled with this wet season giving us not one but 2 much needed. atmospheric river is the second one. >> set to arrive monday night. so let's track that storm hour by hour radar for right now. we are seeing fairly clear skies, but we are going to notice an increase in that thin layer of high cloud cover temperatures, though, cooling down into the 30's and 40's. but temperatures tomorrow certainly going to warm up thanks to this blanket of atmospheric river and also much needed moisture making its way into the bay area by monday night light scattered showers. pretty widespread for those of you in the north bay. some pockets of showers throughout the east bay shoreline and san francisco peninsula but heavy downpours arriving by monday night. 8

o'clock not just in the north bay but also making its way into the bay area coastline until it starts to shift east bringing us the threat of pop up thunderstorms by tomorrow night through early tuesday morning. so severe weather heading our way, very unstable atmosphere. river and by around tuesday morning, scattered showers as the wave of energy starts to exit. but with that gusty winds. so we're tracking a lot of rain in a short amount of time anywhere from half an inch to upwards of 2 inches of rain. highest amounts for those of you in the north bay. gusty winds 45 miles per hour. less monday night through early tuesday morning 45 miles per hour or less. so that's wind advisory level could topple trees and power lines. so make sure to plan ahead with your emergency kits. high temperatures tomorrow. 5 to 10 degrees below average upper 50's to low 60's when we should be in the mid 60's and low 70's this time of year. but hey, we're going to warm up very nicely next weekend and even for your veterans day
