of an issue where that vigil just starting to get underway. deal. >> yeah, jonathan, the community is gathering here at the nation's city park. i just spoke to the grand mother of the victim who says that he had a bright future and wanted to be a history professor. you can see right here the community is just arriving here to the park. people attending this vigil to pay their respects and find comfort in each other. a fairfield. police say the 19 year-old was shot and killed on tyler street and fairfield sometime thursday around noon police arrested and charged 24 year-old kamari a strange with his death. his parents say he was meeting someone to buy a car. he found online. what money he worked hard and saved up for. >> he was very excited about it. he had a you need us. if it isn't about carmichael like everybody and cared about everybody. he was a. >> he had a big part future.

>> and police say the investigation is ongoing. details on what led up to the fatal shooting has not been released. but tonight, family and loved ones and friends just paying tribute to the victim and remembering his life gone too soon. live in benicia gayle ong kron 4 news for the update live in primetime at 8. gayle, thank you. >> meanwhile tonight, chp investigators say they need your help, trying to find the killer of a freeman toddler caught in the middle of a shootout on a busy oakland freeway that shooting breaking news saturday here on kron 4 news at 6. investigators say that 23 month-old jasper, wu and his family were headed home yesterday afternoon from san francisco when that shoot out happened on the i 8.80 near 9 80 split in oakland. a spring stray bullet hit jasper as he sat in his car seat. medics rushed him to been off children's hospital in oakland. but he later died today the fremont police department offered its condolences saying that the act of violence is not acceptable going on to say that chief washington has been

in contact with oakland police chief leronne armstrong and that you truly share concern and outrage our department along with our community stand in support of the family. they say anyone with information on the shooting now urged to call california highway patrol oakland police, meanwhile, say that robberies in the city have jumped 15% so far in 2021 the department says they've investigated nearly 2200 hold up so far this year to reduce your chances of becoming a victim. the department now offering these tips. they say don't resist for property that can be replaced. also don't be distracted by your electronic devices. make sure you limit the personal items that you carry on yourself to just an id and a bank card. meanwhile, new at 6 o'clock. check this out. fairfield police say an alert citizen found a skimming device at a bank of america atm police say the person noticed a suspicious mirror with some wires attached to

that machine. officers say the device was disguised as the atm rear view air that mirror masks with a pinhole camera was designed to record bank transactions card numbers and customer pin codes. so far there's no word on if there are any victims. switch things up right now talk about our 4 zone forecast. a live look at san francisco. this sunday night. we have falling back to standard time, which means things a lot darker a whole lot quicker. in addition to that, we're also tracking some rain headed our way kron 4 meteorologist mabrisa rodriguez who tonight tracking the timing of when showers will arrive in your neighborhood. yeah. we're tracking a second atmosphere river making its way into the bay area. this is going to be on the weak to moderate side. >> and we are tracking though overall clear skies. we will see an increase in cloud cover throughout tonight. but it's this storm out in the pacific going to give us another round of much needed rain not going

to be as strong as october's atmospheric river. but beneficial rain nonetheless. so let's track this storm hour by hour. it's going to be a dry day throughout most of our monday morning and afternoon. for those of you, though, in the north bay, you're going to start to see some light showers arriving by early evening at 5 o'clock for your monday night for the rest of the bay area. it's going to arrive right around 7 o'clock for your monday. and it's really going to peak in intensity starting out around 8 o'clock all the through the overnight hours shortly after midnight. so that's we're going to notice. so pretty heavy downpours chance of a thunderstorm or 2 and that's going to continue through tuesday morning. but as we start to wake up tuesday morning. we're going to see some scattered showers very light hit or miss in nature, but also some pockets of heavy downpours. if any pop up thunderstorms do form so we could all see at least half an inch of rain. upwards of 2 inches of rain for those of you in the north bay in

addition to gusty winds. so wind advisory going to go into effect monday night through tuesday morning. details ahead on your work week outlook in just a few minutes. jonathon, back to you are in recent thank you. let's take a live look at san francisco international airport tonight. >> that's because starting tomorrow vaccinated. international travelers will once again be welcomed inside of us borders. >> the country lifting a pandemic travel ban on folks for more than 30 countries. this ban has been in effect for nearly 2 years. international visitors will have to show proof of a vaccination along with a recent negative covid test in order to enter experts. meanwhile, are warning folks to be prepared for full flights and long lines. delta says that international bookings have jumped nearly 500% in just the 6 weeks since the reopening was announced carriers, meanwhile, are still adjusting and continuing to bring back workers and erica aircraft sidelined because of the pandemic. starting

tomorrow proof of your covid-19 vaccination will be required to visit los angeles. it's a mandate that has already been in effect in counties here in the bay area. mayor eric garcetti who tested positive for the virus last week says the rules will encourage folks to get vaccinated while also making businesses safer for workers and customers. city officials say they will not start enforcing the rules until sometime november 29th violators face a fine up to $5,000. the centers for disease control and prevention now says that 70% of american adults are fully vaccinated against covid-19. the agency also says that more than 80% of american adults have received at least one dose of the vaccine more than 80% of americans 98% of americans over 65 are fully vaccinated and 12% have received a booster dose. the cdc says when you throw in americans 12 and up that number drops to around 68% who are fully vaccinated. a u.s. federal

appeals court has temporarily blocked the biden administration's vaccine mandate for companies with more than 100 workers kron 4 washington correspondent anna wiernicki has more. >> good evening. the biden administration still plans to enforce the rules, beginning january 4th despite a federal court order to temporarily block the forced vaccines. >> white house chief of staff ron klain said on nbc's meet the press that the administration is not worried about saturday's court ruling and legal challenges by 27 state attorneys general, i'm quite confident that when this finally gets fully adjudicated not just a temporary the validity of this requirement will be upheld. the u.s. court of appeals in louisiana said the vaccine mandate presents grieves statutory and constitutional issues. it's a horrible. situation, texas republican congressman roger williams says the requirements will hurt businesses that don't have the resources to

comply the new rule requires businesses with 100 or more employees to require their employees to get the covid-19 vaccine. >> or get tested weekly and wear a mask businesses that don't comply could thousands of dollars in fines. businesses have to start. >> having every week. their employees are not vaccinated. check for covid. that gets really expensive. but labor secretary marty walsh says businesses will suffer more if the virus continues to spread covid-19 is right. the spread of the virus has hurt business. >> and what this does, this helps us prevent that from happening. the court gave the administration until monday to respond and said it would move quickly to decide the case. >> a spokesman for the justice department said in a statement that the department is prepared to vigorously defend this rule in court for now in washington. i'm anna wiernicki. back to you. >> disturbance family to believe when we got here, we found 4 people have been struck by gunfire.

>> walgreens is set to close 5 san francisco stores because of ongoing organized retail crime across the area. the companies already closed. more than a dozen of its stores here in the city because of an uptick in organized crime across the area tomorrow. the location at ocean avenue and would incur drive is set to close prescriptions will be transferred to the location at ocean avenue and faxon. this is just the first location to close. here's a list of the other stories that are set to shut down shop in the coming weeks. back in june. you may remember a man was caught on camera and what became a viral video just brazenly shoplifting from a san francisco walgreens. then that suspect was linked to as many as 8 different shoplifting cases. still to come tonight, a family birthday turns deadly after shots ring out during a celebration. the very latest

>> a birthday celebration in oakley ends with 4 people shot 2 of them dead. now investigators are looking for answers into what happened last night. kron 4 syllabus hacking brings us more. >> an east bay birthday celebration turned tragic saturday night callers reported to police that women were heard screaming amid gunfire sort of disturbance family to believe.

>> when we got here, we found 4 people have been struck by gunfire. we were assisted by the berlin police department contra, costa sheriffs a sheriff's office 2 men, a 44 year-old in 28 year-old from brentwood and allay. >> are now dead after the family gathering in oakley oakley police responded around 09:20pm and say they found the 2 men dead in a driveway on mallicoat avenue ultimately to people would die on the scene and 2 people were transported to hospital with gunshot injuries. police say the people involved in the shooting all knew each other. so far they have one person in custody. a 22 year-old from brentwood police have not released the names of the suspect or victims until the reporting kron 4 news it's also been a violent weekend in oakland. one person was killed in a quadruple shooting friday night. >> it happened around 8.30, on international boulevard. officers say when they got to the scene, they found 2 men with injuries. 2 more victims showed up at the hospital a short time later we learned that one of the victims died at the scene. the death, the

city's 100 and 18th homicide of 2021. and houston, family and friends are mourning the loved ones and victims killed at the astroworld music festival friday night. a makeshift memorial of flowers and candles are now taking shape at the site. investigators, meanwhile, are still working to figure out how 8 people died at the event. a friend of one of the victim says she still trying to process what happened. >> well, yesterday, new i came to new like and pictures and i started crying because i kind of everyone who is a close friend of mine that has the it may be. well, like i speaking night what went through his know what was going through my mind. couldn't breathe and was, you know, i can imagine that is less funds. >> city officials say they are now in the early stages of investigating what caused the chaos at the sold-out event. 50,000 fans were attending the event that the time. take a

look at this video sent to us from a kron 4 viewer of a mountain lion that was spotted at a home in san bruno friday night. the viewer says this big cab was walking from crest more canyon near clermont drive. it all comes as police in san mateo say that a patrol car hit another mountain lion last night on state route 92 police say the cat ran across the lanes. those officers tried to stop. but hit the animal. instead, they say the mountain lion ran away afterwards. no word on if the animals in both incidents were the same mountain lion spotted at the home in san bruno. let's talk about our 4 zone forecast the sunday night. a live look at the bay bridge toll plaza about headed into the city on this sunday. but hopefully they have their windshield wipers ready to go. a little bit of a workout over the next few days. reese is here tracking the timing of when an atmospheric river will hit the bay area. >> yeah, that's right. jonathan. unfortunately the heaviest rain looks to be during the overnight hours. so

that's great news for us here in the bay area won't really have to wreak havoc for morning or evening rush hour commute. let's track this storm because we are seeing right now crystal clear skies very chilly forecast, especially for north bay valleys where we could actually see some patchy frost will warm. so just keep that in mind. radar for though. we're going to see that storm inching its way closer to the bay area by monday night peaking during the overnight hours and also bringing us a slight chance of pop-up thunderstorms with this week act this year river. so just because it's not going to be as strong as far as intensity goes with rain rates. it is going to be dangerous because the we do have that threat of gusty winds and also possible lightning strikes. let's take a look at rain totals anywhere from about half an inch to upwards of 2 inches of rain. highest amounts. for those of you in the north bay and gusty winds going to be an issue once again, we do have a wind advisory going in effect 7 o'clock monday night to 3

o'clock tuesday morning because of wind gusts 45 miles per hour or less. and when tracker for right now, very tracking very calm conditions a little bit breezy for those of you in downtown san francisco 15 miles per hour sustained winds but temperatures right now cooling down into the low to mid 50's. the one outlier though hayward 58 degrees, but overnight lows tonight because of that lack a blanket of cloud cover. 36 degrees for santa rosa around the bay area shoreline in the mid 40's and then high temperatures tomorrow low to mid 60's. but a few upper 50's for napa and even half moon bay. so chilly temperatures. but we are going to see, though warmer and drier weather for the 2nd half of this week and that trend looks to continue through thanksgiving. so dry turkey day. but let's hold our thanksgiving turkeys. nice and juicy, though, right. that's right. hopefully the rain will help. >> keep moisturizer. you go. there you go. recent that case. >> the niners hoping they could to get by the cardinals with the back with their back
