down. for what's about to house weekend after is the show going home and i'm not coming out on grand bahama. john, good >> yeah, there's a lot going on today. so i after i don't like the traffic there, but there's so much fun stuff going on. at least there's that. i mean, we've got the dodgers. >> our heather, we've got the giants play in the dodgers. we've got the warriors later on. and then of course, we've got the fleet week stuff which has been already going on this week. but all these events on top of each other. just compound on one another. but it does make this forecast pretty important and i've got good news for you this morning. we are seeing a couple of sprinkles, mostly south of san jose. and then to the east of the tri valley. most of us are just looking at some low grade a bit of a brisk feel this morning. pretty quiet on radar. that is until you head out to the central valley. as you can see, that's the direction where we have all the activity we do have some thunder and lightning there in the sierra foothills and a little bit of snow starting to fall in the sierra itself. quiet. comparative lee here. i'm
keeping an eye on if we do see any pop up sprinkles. if we do, that's going to be the most. we see a sprinkle or 2 mostly in the south bay current temps in the 40's 50's so jackets on this morning. keep them on into the afternoon to our daytime highs today even with our sunshine later on is still only 60's. so definitely want to stay warm on this friday talking more about what to expect today. and for the rest of your forecast this weekend still to come right now. don, thank you for that. yeah, we know traffic is going to be busy later today. we already have some issues out there. >> we have a hot spot. this is out in berkeley. 80 eastbound just west of gilman street. 3 lanes are currently blocked. the eta for that is going to be about 30 minutes. but that's still ongoing. now again, san pablo avenue. remember runs just adjacent to that. now it's not on the westbound side. however, we are starting to see some delays because there is traffic looking at that slow down to the left. if you're taking bart the civic center station is closed this morning because of police activity trains are not going to stop
there. they're providing blesses at this hour. so once you reach the maze a little under 2 minutes to make it into the city to the fremont street exit and the san mateo bridge a little under 14 are going stay on top of your friday traffic today. but for now, daryn, james, back to you, ok. thank you. so happening today as we chatted about a bit at the top of the hour here. we've got a busy weekend in san francisco. >> well, here you go. a little summary of what we're expecting. a lot of people out of traffic to see the warriors play to see the giants play. and of course the sea, the navy play both on scene and up in the air. yeah. let's start with what's going on at not center. the chase center referees are. >> the post season is at oracle and that is the first time that the 2 historic rivals the giants and the dodgers have ever met in the playoffs. game. one is tonight and is going to be at that. well, these are the 2 best teams in the nl clashing together for the first time in history. >> the 2 with the best record in the league right now. so that's going to be really
intense to watch the giants, of course, back on the field yesterday he was video. our cameras were there recording them as they were slowly get the body back into game condition grounding if you are feeling a few grounders there looking good and pitcher logan webb is going to start for the giants one. >> this is his first playoff game and he is very excited. >> never been a part of playoff game. i've been a part of the series that we've had here in la and. even those are pretty crazy. and i think it's going to a great series and. fans from both teams are going to be a. going crazy. i think it's going to be. very similar to the games that we played during the regular season with the dodgers similar to the last couple of games of the season when the nationally west is on the line. similar to. some of the rather intense moments throughout the year. but probably are elevated just a little bit.
>> sell. so i all just going to everybody. you know what they sound like. they've been there before. that's how you do it. they're pros. and here's a look at the schedules of the game one tonight first pitch, 6.37 game 2 tomorrow night at 6. '07. >> and then the next 2 games, 3, 4, they'll be down in la. also in the 6 o'clock hour. and then if it gets to a game 5. that's when it comes back to oracle park. i hope it doesn't get to that point. but it does. but they also exciting to have them win at home got to check the latest on ticket prices this morning. i'm sorry you can check you want to go yesterday, they were fluctuating by about 10 to $20. so when i logged on early in the morning is as stupid long gone. when i when i when i would ever have vivid seats. >> it was like one. 75 was the cheapest ticket yeah, 85. yeah. and so just count on 200 bucks. if you want to go and count on. of course, like a crush of other people who are on issue. so leave extra time.

'05, in the morning. and that's even if the game goes into extra innings. so if it does get past 12. '05. you'll have to find another way home. >> and tonight we're talking about the warriors. it's not a huge game pre season but still everybody's been 9 to see the warriors play. and it's always fun when they play the lakers. yes. so you've ways to teams and this game starts at 7 o'clock just around the same time, 6.30 for basketball. so

going to we've been in a drought. >> work. it's come time. i like it to break out of it at i he thinks we're going. >> further. i was wondering about that like getting ahead of myself. you think will be in the world yet. you've got to have that, sir. okay. you know, the players do their sense that's in there. we go into a game, ok. >> it's going to find that the only way should go into a day. sure is what i think today's going to be the best day ever. today's games going to be best game ever. yeah. so what what do you got for weather wise. you know what, it's cooperating good so far, all signs are pointing in the right mother nature's at least working in our favor because the giants, although it is going to be a cold day will be playing on what should be some dry conditions out there now temperatures are going to be in the 50's right around the time of first pitch which is around 06:37pm, tonight will be upper 50's with the winds at around 20 miles per hour. that means a very brisk feel to it out there so that you don't have to worry about the
rainfall necessarily. if you've got giants, apparel, bring all of it because you want to be layered up. you'd rather have that extra layer then be sitting there and shivering because you didn't bring enough el conditions out there right now are on the sprinkler side, mostly south of the bay area and east of us too, actually pretty quiet for the bay right now. you do see some shower activity in heavy at times for the central valley into the sierra foothills and snow is just now starting to pick up in the sierra nevada. it won't be a significant snowfall. but our first snow of the season. great to be seeing that this low pressure area steering along with it. the cooler air today is going to be the coolest day of this forecast and our best chance of showers, which really is just a limited chance of a few sprinkles mostly in the upper elevations of the east bay and the south bay and right along one oh, one south of san jose. as you can see on futurecast. it really is this year that's winning out of the system. we see plenty of sunshine today, resurgence of cloud cover later on and a few early morning sprinkles tomorrow
before the sun even comes up. so probably won't even notice what we have going on early tomorrow morning once the sun does come up and does so with clear skies and saturday and sunday are going to be beautiful. crystal clear days with highs back into the 70's. really nice weather for the rest of fleet week weekend. as i mentioned, a lot, today's our coolest one. so i want to stress to you to be ready for this one. of course, you're always ready with the sweaters and the jackets during morning hours. but we're staying pretty cool. even into our sunshine. the afternoon foster city and san carlos at 68 today, san jose, it only 64 livermore pleasanton be in the low to mid 60's as well. oakland, you'll be at 64 today. we do have a single 70 on this map and it may surprise you where it's at. that will be center. fell are only spot in the whole bay hitting 70 today tomorrow's temperatures rise further into the 70's for more and more of us. and by sunday, a few of us will actually be flirting with the 80's. so the weekend is going to be beautiful. lots of sunshine and comfortable
temperatures monday and tuesday. on the other hand, winds really pick up. and even though we've had a few sprinkles. that doesn't mean we're out of fire season yet and has winds do pick up into for your early work week. next week we will see some increased fire danger all over again right now. tom, thank you for that. so we have an update on the hot spot we've been following for the past hour or so out of berkeley. >> 80 eastbound west of gilman street. they just opened up that lane there. so 80 eastbound west of gilman street again, we have lanes closed. just open them up so you could take san pablo avenue or i would just suggest you stay on 80 east because things will start to get better and improve there as you are taking bart this morning in the civic center station still closed because of police activity there. so they have some buses and they're providing services and other trains will not be stopping at that station. the bay bridge picking up a little bit. a little under 11 minutes as you're heading into the city, it was to that fremont street exit somethings already
busy this morning. we know they're going to be busy later on this evening. a little under 15 minutes as you're heading across towards the peninsula and under 8 minutes for the richmond, sandra fell commute. darya james, back to you. thank you. ray. its 6.18 in the north bay and new effort to fight the drought is in the works in santa rosa. >> the city plans to reestablish a ground water. well, the project will provide water to sonoma water customers by reestablishing the functionality of groundwater production in santa rosa and the plane. the wells originally drill back in 1977 in response to a drought that so no water will be adding one 0.4 million gallons per day to the well supply. >> this water will help keep animals life. it will with health and safety of for some residents out there as well as the water to be hauled to those locations that are in dire needs. but with a new source doesn't affect the diversion rate. so it helps us
cities maintain their water projects. not something that we worked >> the project will upgrade the water treatment cinemas waters. todd road ground water well and upgrade the water treatment for 2 other wells in the area. >> all right. let's turn our attention to some national headlines now the senate has passed a plan to raise the debt ceiling in a move to save the country from an economic well, call it a hardship. well, the thing is, though, it's a temporary fix and now congress has until october 18th. >> to resolve the issue. raquel martin is live in dc with the latest. good morning. good morning. well, the plan that the senate passed last night will only keep the federal government bills paid up until december and ultimately no republicans came on board to support that effort for shadowing another partisan battle ahead with a credit downgrade looming and time running out thursday. the senate passed a short-term deal to raise the debt ceiling is agreed to. >> after previously blocking the plan. 11 republicans came
on board to allow a vote. but ultimately 0 back the overall deal because i'm not what they want to spend it on missouri republican senator josh hawley says he refuses to help democrats spend more money. i don't want to spend money. >> on welfare benefits for illegal aliens. i don't want to spend money on tax increases for small business. i don't spend money on the green new deal. democrats insist the money is for pass spending following the vote. senate majority leader chuck schumer slammed republicans for refusing to help republicans plated dangerous and risky partisan game. the short term fix now heads the democrat controlled house once past the treasury department will continue to be able to pay its bills which include social security benefits and paychecks for military troops. but schumer says the plan is merely a band-aid. what is needed now is a long-term solution so we don't go through this risky drama every few months he's calling on republicans to return to the table to pass a broader plan by december.

>> 6.24 in the south bay san jose state university president mary up hazy and announced she is resigning at the end of the fall semester. she has faced criticism of her handling of abuse case involving a former director of sports medicine scott shaw. and the alleged victims who were student athletes. the case resulted in a multi-million dollar settlement with the u.s. department of justice given to the victims. san jose state alumni hope that the pace ian's resignation bring some kind o. closure to the case. >> it's just been an openness cap for quite some time. this and it comes at a mate's. this is is this point on is i think she inherited this mess and i think in retrospect you can't look at your leaders. that special day. she came in. i don't know all the ins and outs of it. i just know that

weather center. take a look at our game day forecast for not only the giants job we also got fleet week, too. so a lot of outdoor stuff going on so much hinges on this forecast today. and good news for the forecast today after a couple of morning sprinkles south of san jose. and in the mountains of the east bay. we're really going to be clearing up beautifully for the rest of the day, even though we have sunshine, though, we stay cool well into the afternoon highs only in the 60's. ca got to bundle up for this one regardless of where in the bay you are your view outside at our berkeley hills. cam is showing some good visibility from this perspective. we do have some dense fog forming in pockets of our inland valleys. and just a couple of sprinkles really nothing more than a sprinkle or 2 for the mountains east of san jose as well as above the tri valley. you can see where the actual rainfall is that's out into the central valley with snowfall. now having picked up for the sierra nevada. very welcome to see that. good. that does of us in the bay area are in for at least dry conditions today with so much going on out there 50's for most of our current
temperatures. a few 40's up in the north bay, though bundle up this morning. keep the jackets on hand, even into the afternoon right now. john, thank you for that. if you are taking bart something, you need to know the civic center station is closed right now because of police activity. >> there that's been going on for the past hour or so. trains are not going to stop there and bus services will be provided as you're heading into the city right now. little under 12 minutes for your drive times. so things still pretty light at this hour. that will change earlier later today as you want to give yourself more time as you're trying to either see the warriors of the giants play tonight. a little under 12 minutes as you're heading out of richmond towards centerville. we had a hot spot here in eastbound west of gilman street for the past hour or so. it just cleared about 15 minutes. so we are seeing residual delays along the eastbound side of 80 and the westbound side is the travel on the westbound side was looking at that accident a little under 15 free to make a cross towards the peninsula. darya james, back to you.
>> 6.32 breaking news from overnight violence broke out after a game in san jose. the earthquakes were playing at pay pal park and at the end there was a fight. there was a shooting one person to the hospital. we have san jose police actually tweeted out that there are multiple fights that broke out in the parking lot. and again, at least one person shot. police say there were multiple injuries. >> thankfully none of them are life threatening. so they all survived. but in the end they had to declare an unlawful assembly. so that could disperse the crowd. police say 5 people were arrested, including one for a firearms violation. police department says 40 officers were called out to handle the violence. >> it's 6.33 in the east bay road rage and gun violence of cost a 15 year-old girl. her life. she's identified. a sham are young. and she was shot and killed while in the passenger seat of a car. this happened in east oakland late wednesday night. here's video from the citizen app after the fact on bancroft avenue and police are investigating. they say it all started with an argument and somebody and
another car started shooting at the car that she morrow was him. and this morning we're hearing from her mother who says that she was a wonderful daughter and sister. >> she loved her family. a lot love. her little brothers and she was very protective of them and. and mention. so what happened to them? was just awesome. big sister and she was awesome. daughter show is when you give hugs and kisses and smother me with attention. >> the mother just, you know, reflecting on her 15 year-old daughter was gone and that 15 year-old is oakland's 109th victim of homicide this year. that matches the total number of homicides from last year. and this year is not over. >> a search is underway for a man accused of pretending to be a police officer and threatening a teenage girl. >> with a gun and we have a surveillance video. that's the guy right there. looks like
we've blurred out the person is walking there, but they're looking for this man in berkeley. he was walking on the night of september 29th and the 1300 block of gilman street when he pretended to be and officer the teenager can quickly ran away as she should have called 911 which is what police say you should do. but the situation is definitely a concern for people in the area and they are asking for your help. if you can identify that man, if you find yourself in this situation like this leave the area soon as possible. get to a place of safety meeting. another house that you're from there with a neighbor somewhere where there's other people around and ask for help. >> we're going to show you the video. the surveillance video while we ask for anybody else. the neighborhood police want you to come for. if you have security footage that might help them identify this man. >> a popular bar in antioch was badly damaged by fire that's now being investigated as suspicious. so the damage you can see here left behind
was pretty intense. this was at the abc. ronnie was bar on walter way. the flames are mostly contained to the bar. but they did spread to the roof and unfortunately there was some damage to an adjacent tenants in that building. we'll let you know what that investigation turns up. in the meantime, in the south bay and unusual theft in the city of campbell where police are looking for 2 burglars. one of them was seen dressed as spiderman in a spider-man costume. so here's a look at that person in a spider-man costume dragging what appears to be a trash can police think that was full of stolen property. we have a closer look at put both of these images side by side of the 2 burglars. the theft happened wednesday morning. it was at white oaks road in campbell, if you have any information that will help police now. >> tesla is out of here. they are leaving the bay area deserving us for austin, texas ceo elon musk made the big announcement yesterday saying that the headquarters are going to move from palo alto to austin last summer. the
company announced its new tesla factory would be in travis county, which is the county that austin is located in. but elon musk also said the company's factory in fremont isn't going anywhere. so least we got that. he claims that the move to austin is going to boost production in fremont. other companies like oracle and hewlett packard. they've also moved their headquarters out of the bay or they area and quincy deadly to austin as well. last >> now to another big story in san francisco where health officials have chosen to ease mask mandates a week from today because they say the city is doing well with that. well, it comes to covid cases. now there are still restrictions in place for where you have to wear a mask like restaurants and bars. >> four's amanda hari takes a look at where you can take the masks off. >> the doctor. i spoke to says there really is no right way to do this. it's an unprecedented situation. and while you may be able to go maskless soon. at places like gyms and offices. if you're
fully vaccinated, there are some places like bars and restaurants. but you're still going to need that mask. we understand that if they're going to slow walk it. then. >> we you know, we won't be the first to go. that's how founder of the san francisco bar owners alliance. ben bleiman reacted to the announcement that mayor london breed would be easing. the masking requirements for other businesses but not were cautiously optimistic >> you know, by the end of the year that some movement will happen for us as long as our numbers whole. he also says, well, this won't allow people to go maskless at bars. he says he can still benefit the owners and his alliance. a lot of the bars are located in downtown and our sang on by their fingertips right you know, even post covid know that, you know, downtown is a ghost town still so there's some optimism here that this may bring some customers back to the downtown area. he says more offices may bring employees back the mask mandate is loosened lyman also
says he understands why people would have to continue to wear masks in bars and restaurants. >> that's because they're in close contact with others. he says people tend to follow it when they're entering. but once at their tables, things get a little relaxed. some of it can feel performative sometimes. >> but. honestly, we need to make sure that customers feel safe and people feel safer when people in masks, top doctor monica gandhi says it's great to see city leaders easing requirements. i think it is important to believe that can ice that we're doing great and we really have such high rates vaccination accepting the public health emergency. that was covid doctor gandhi says she understands why this reopening. >> is a little slower than the one back in june. think don't his shocked everyone and i don't think people expected in june 15th will be fully opened that delta would have the number of cases and hospitalizations that it did regardless of vaccination status. masking will still
remain in effect for places accessed by the wider public that includes things like restrooms, elevators. >> as well as retail spaces in san francisco amanda hari kron 4 news. >> 6.39 the time we have some new video to share with you this morning from the u.s. coast guard which shows the fractured pipeline off the coast of huntington beach. it's big. if i recall was like 16 ensures an and also car surrounded by concrete and they saw that it had been and looks like it came from an anchor and then it started leaking into the ocean they're still assessing the spill coast guard officials say so far they've collected about 5,000 gallons of crude oil. look at them all out there doing that hard work. the cleanup effort they say will likely take several more weeks before it's safe enough to even approach the beach as they look at how this spill happened. federal regulators have put the timeline at starting at 2.30 saturday morning. but if you look at when the company shut that pipeline off. it was 06:00am. yes. so a long time there about 4 hours that this was just continuing to gush water
into the ocean in the coast guard says they weren't even notified until 09:00am. >> whether the pipeline operator know they might have had a release. and you know, why did it take them so long to initiate contact to the federal authorities about a possible problem. so those are all raising questions and it just it just looks bad from a public perspective. >> officials are also taking a close look at this container ship, which was docked in oakland marine traffic data shows that the ship called the rotterdam express made a series of unusual movements when it was anchored near that pipeline that ruptured last week. >> and the owner of the vessel denies having any involvement with that ruptured pipeline. but we know that the coast guard and investigators talk to the ship's captain and crew of it was doc there in oakland. it's since been cleared to leave in at last check, it was steaming its way towards mexico. we'll keep you updated as this investigation

temperatures today are the coolest. they have felt in a long time across the bay area. it's going to be eventually really sunny day, but dole at that to see we're going to be looking at highs maxing out only in the 60's. even for further and areas this morning. the exploratory i'm looking at some cloudy skies. you can see all the way out into the east bay fog, not an issue in sf. we have a couple of foggy spots in inland valleys, though rain falls really were treated well to the east out of the region up into the sierra foothills and snow is officially kicking off to the sierra now starting off this winter season with some light snowfall up there. very welcome to see it. so we're missing out on some precipitation for the bay today at least as far as timing go. that works in the favor of all these events. it's nice to see that are neighbors though, are tapping into the needed rain and snowfall. couple of sprinkles could be seen in the mountains above san jose may be a drop or 2 in the city itself. but the rest of us across the bay area, not seeing it so much. we're getting sunshine pretty early on and keeping it through the day. a resurgence of cloud cover tonight.
