mr. president, do i have two minutes? the presiding officer: yes, you do. the senator iowa. mr. grassley: i had two minutes last time. i should have had more than two seconds left over. a senator: i ask unanimous consent that the gentleman be given three minutes. the presiding officer: the senator from iowa. mr. grassley: okay, let's see if we can keep our bipartisan coalition together to pass a bill that the president said that he is ready to sign. that's what he said at the end of his news conference. so it's pretty important to understand that this is something the president is behind. so we're facing a very serious vote here on this next one, so obviously i rise in opposition to this amendment. this amendment is very finely tailored to scare that you if you don't vote for this amendment, you're going to have

somebody out in the street contrary to the intent of this law that's going to commit some awful act. but remember, this law is centered towards those people that are the least violent people that are in prison already. so don't be scared by what you heard about this amendment. they are unnecessary because the system sets up by the first step act itself, renders dangerous and violent catch and release ineligible for the -- violent criminals for the benefits under this bill. we are only going to help low-level offenders. so this tactic to choose to scare you into voting for this amendment and then destroying the bipartisan cooperation that we have to get this bill passed, it is -- it undermines the goal
